 With 30 years of international and domestic oil and gas experience, Hawkins Dunlap is exceptionally qualified to serve as Texas Railroad Commissioner. His extensive expertise spans critical areas such as drilling, workover, well control, blowout recovery, and risk management, both onshore and offshore.

Hawkins holds a Bachelor of Applied Arts and Sciences from Stephen F. Austin State University and has held senior positions in leading companies, overseeing global operations and well control. His proven track record in managing well integrity, critical interventions, and emergency pressure control speaks volumes about his capability to address the pressing issues facing Texas today.

Notably, Hawkins has led numerous high-stakes projects worldwide, successfully resolving blowouts, fires, and complex drilling challenges. His commitment to mentoring, training, and maintaining stringent well-controlled policies ensures the highest standards of safety and efficiency.

  • 1996 Poland: Performed high-pressure fishing operations on a 10% sour well.
  • 1996 Holland: Performed running and pulling of 5000’ of perforating guns and blanks under 6300 PSI.
  • 1997-1999 Indonesia: Performed high-pressure workovers with Hydraulic Rig Assist Unit.
  • 2000 Indonesia: High-pressure fishing of live TCP guns.
  • 2004 Indonesia: Blowout capped and performed plugging operations.
  • 2004 Uzbekistan: Blowout and fire assisted in rig removal and capping well while on fire.
  • 2005-2006 U.A.E.: Project leader involved in assessing clients' well control equipment and personnel through audits and training.
  • 2006 PNG: Well control operations, total losses, and high pressure in a remote jungle location.
  • 2006 Algeria: Blowout and fire, rig removal, and capping well while on fire.
  • 2007 Algeria: Assisted in various well control operations and critical well intervention for multiple international operators as well as the national oil company. Instituted Well Integrity Program and Emergency Response procedures.
  • 2008 Qatar: Well control operation with loss circulation and stuck pipe.
  • 2008 Saudi Arabia: Performed 12 well control equipment audits and competency assessments of rig crews and senior drilling staff.
  • 2009 Caspian Sea: Well control operations and recovery of production platform.
  • 2010 Kurdistan: Underground blowout with H2S at surface.
  • 2010 Iraq: Surface blowout with drill pipe ejected from the well.
  • 2010 Uzbekistan: Underground blowout.
  • 2011 India: Underground blowout subsea offshore Mumbai.
  • 2011 Iraq: Surface blowout production well with H2S.
  • 2012 Saudi Arabia: Multi-string hot tapping and freezing 48” casing on a flowing well.
  • 2012 Argentina: Removal of stuck coiled tubing from Christmas tree to enable safe and secure well shut-in.
  • 2012 California: Critical well intervention on 5 wells, returning them to integrity.
  • 2012 Kuwait: Surface blowout and fire with 23% H2S.
  • 2013 Saudi Arabia: Underground blowout with a broach to the surface.
  • 2014 Saudi Arabia: Drilled out stuck ball in FOSV with 1100 PSI on the annulus.
  • 2014 Saudi Arabia: Shallow gas blowout with broach to the surface.
  • 2015 Saudi Arabia: Drilled FBOSV stuck in a closed position with 4300 psi trapped inside drill pipe.
  • 2017 Indonesia: Consulted on total loss and underground blowout to regain control of the well and perform sidetrack operation.
  • 2018 Indonesia: Prepared Blowout Contingency Plan for an HPHT well and supervised the drilling of the reservoir section to TD, DST, and completion.
  • 2019 Algeria: Supervised and consulted on various wells with losses and pressure. Supervised MPD/PMCD drilling activities in extremely challenging geological structures, delivering wells safely.
  • 2020 Algeria: Gas injection well blowout and fire. Capped and diverted in 36 days. Planned and supervised the well-killing operation using a snubbing unit.
  • 2021 Nigeria: Blowout recovery from sheared 7” landing joint. Bullheaded well dead, installed plugs in completion, and recovered severed landing joint.
  • 2022-24 United States: investigating hundreds of plugged wells.
